ON-LOT SEWAGE INFORMATION

On-Lot Sewage Disposal Systems

Kelly Township has been required by the PA Department of Environmental Protection to enact an Act 537 law. This law requires mandatory inspection / pump-out of on-lot disposal systems (OLDS) every three years. All properties with on-lot septic disposal systems, including cesspools, are required to pump out as scheduled. Treatment tanks, dosing tanks, lift tanks, and any other tanks associated with your on-lot system should be pumped out.

On-Lot Sewage Disposal Program

Kelly Township is divided into 3 districts. Every 3 years the septic needs to be pumped in each of those districts. The purpose of the DEP sewage facilities program is to implement the Pennsylvania Sewage Facilities Act, Act 537, in order to help address existing sewage disposal needs and to help prevent future problems through the proper planning, permitting, and design of all types of sewage facilities.

January

When your district is due to be pumped you will receive a form and a list of registered haulers.

Mid-Year

You will receive a second notice if you have not yet had your septic pumped.

December

You will receive a final notice from our solicitor to have your septic pumped.

Pump Hauler Report: When a system has been pumped out, even if it is before the mandatory pumping date, the Pump Hauler Report is required to be submitted to the Authority.

You can call the office at any time to get a form sent to you or with questions regarding the On-Lot Sewage Disposal Program.

Signs of a Septic System in Trouble

There are many indicators of a malfunctioning septic system. Some can be very obvious while others may require more careful observation.

Toilet runs sluggishly
Sewer odors in the house and/or drinking water
Sponginess around septic tank, distribution box, dosing tank or absorption area
Surfacing raw sewage
Dosing pump runs constantly or not at all
Dosing tank alarm light is on
Backup of sewage into laundry tubs or other fixtures
Regular pumping will extend the life of your septic system. Haulers will be looking for maintenance problems that you might not otherwise realize until a major problem occurs. Pumping every three years is much less expensive than having to replace a septic system or connect to public sewer.
